SMITHS BEACH SEAWALL
The proposal relies on the construction of a rock armoured seawall, 2900m2 in area, between 96-125m long, up to 22m wide and up to 5m high which will all but destroy the western end of Smiths Beach.
LANDSCAPE & VISUAL AMENITY IMPACTS
The proposed development area is proposed as 23.70ha, which is 44% larger than the existing approval of 16.39 ha. Avoidance of unacceptable environmental impact on the landscape and Priority Ecological Communities could be achieved by developing within the approved envelope as per the Development Guide Plan 2011.
LAND CLEARING
The proposal will result in land clearing of 19.95 ha of native coastal vegetation with the extension of the development onto the western headland impacting vegetation described by the EPA in 2009 as “…regionally significant vegetation units and other good quality vegetation that should not be developed.”
Degradation (cleared or permanently impacted areas of vegetation) of the entire development envelope (23.70ha) as admitted by the proponent as it states in the Environmental Review Document.
ONSITE SEWAGE DISPOSAL
The proposal seeks to dispose of all sewage onsite, this will result in:
Increased land clearing for the physical infrastructure for the equipment and disposal area,
Pollute the existing ground water,
Permanently change the soil composition,
Increased loss of native vegetation, increased growth of introduced and weed species
Permanently compromise the ongoing function of the native vegetation in the “conservation” zone as defined in this proposal
INDIGENOUS SITE TO BE MADE A CARPARK
As noted in the Ethnographic Report (Appendix BB) there is a significant indigenous site that will be disturb because of the proposed development, this site is known as Site ID 15080.
The developer has gone against there own ethnographic recommendation “that Smiths 2014 consider revising development plans in order to avoid Aboriginal site ID 15080.” Instead the developer is proposing to build a carpark and access road over site ID 15080.
